How much local latency is good and when is it considered too much?

Depemds on what games you want to play. It simply adds up on the latency to the data center. So if you’re living in London, and have 5ms ping to the data center, even 50ms local latency will still allow you to play most games just fine. Ideally of course, it should be lower than 20ms. But as I said: it depends on your location, and the type of game you want to play (e.g. competitive or single player).

Is there a way to lower it?

If your connection is as efficient as possible, then there is (unfortunately) no way to lower it, short of physically moving. However, if your ISP does not route the connection properly you may run into issues. I recommend running a trace-route as shown here:
